That error code is a liscensing issue. A couple of ways it happens: Manually turning off Adobe background processes that need to keep running when you are using the program, or your liscense information ghas become corrupt.
Go here, read it, scroll down to the bottom and download and run the liscensing repair tool you need.

That screenshot is from an older version- and their are other things to try if my suggestion does not work.

What operating system are you using and version of Photoshop Elements?
From your screenshot it looks Photoshop Elements 8 on a Mac operating system?
This just happened out of the blue or you changed Macs and migrated pse 8 to the new Mac?

That is a 100% scam. The domain "outlook.com" is the big clue.

These scammers join the group, and prey on people such as yourself: "Oh hey, I can help" sort of stuff.
Adobe employee emails: their emails are from adobe.com
Scammer emails also typically contain many basic errors: spelling, grammar, and syntax.

Paid with a credit card? Contact your bank. You need to lock your card, contest the charge and make a police complaint.
See what happens. If you installed a program, chances are that you installed a virus with the program.

Nachdem er 32 +64 Bit angegeben hat und die Mails auch ohne jede Angabe von Adobe waren habe ich den Kontakt abgebrochen.

As far I send the pictures bevor I reportet the scamer.
I download the LicensRecovery file, but can not open it, to drag it in the Terminal

First go to Finder>Preferences>General and make sure External disks is checked.
Then when you double click the LicenseRecovery111.dmg it should show/open on your desktop.

Okay so you opened Terminal and typed Sudo Python then pressed the spacebar once to put a space after Sudo Python
Next drag and drop LicenseRecover.py into the Terminal window, and then press <Enter>
Now you'll see the word Password, so go ahead and enter the the Password you use to log into your Mac and press <Enter>
Then you'll see a dialog that says Please choose a language
Press e for English then press <Enter>
press n and then the Enter key
the script will run if you press Enter
Give the script a few minutes to run and it should let you know when it is finished. When it is, Restart Photoshop Elements 8 and it should launch normally.
