Wild zooming in Editor

I have had this problem for some time, but finally think I should ask if anyone else is before I consult Adobe Support or Apple Support. While editing photos, if I want to zoom in on the image to edit, the image will independently of me, zoom to the absolute smallest. If I am selecting a tool, or take my hand off the mouse, then return my hand to the mouse, BAM! I'm looking at either a microsopic image or I have zoomed in to the maximum view. 

 

This did not happen before PSE 21 or the new computer.
