Windows 10 opens tabbed images very small

I am helping a gentleman, new to Elements 2018, who is using Windows 10.  Every time he opens an image in the editor, it is postage stamp in size.  Is there a solution to this problem.  It was asked last spring with no solution found.

Is he using the zoom slider in the lower right-corner of the screen?  Once he adjusts the zoom level, it should remain "sticky" and open at the same zoom level the next time he opens the program.  Also, double-clicking on the thumbnail image should bring it to full screen zoom.  Let us know if this answers your question.

The "postage stamp" issue is a known bug with PSE2018 editor (not organizer).
When you set your preference option to "allow floating documents in expert mode", the files open as described on the top left corner. This has been discussed and the workaround is to click the "layout" icon in the bottom icon bar and choose "All floating".

I am assuming that this problem is related to Windows 10. Am I correct?  I use PSE2018 on a Mac without this problem.
