You can't.

Elements can only save Photoshop pdf format (a format combining a standard Acrobat pdf plus a Photoshop psd, without customization).

So, there is no workaround?  Or a way for me to save a file a certain way in PE and convert in Acrobat?

Sure you can convert in Acrobat Pro. I guess you have Acrobat Pro 9.0? But you said you wanted to do it in Elements. What version of PDF/X? (1a, 3, 4, 5...?)
