Adobe Elements 19 won't save. It says it can't find the file.

When I am trying to save a file, whether saving it over a file after I have altered it, or saving a new project, it gives me an error message telling me that it cannot find the file.  This occurs even when I am creating a new file.  It does not matter whether I use the old name or create a new one.

It sounds like a permissions issue.
