1. How to upgrade from elements 9 to the latest version?

Either order the latest PSE2019 'update version' or simply buy it from one of the big resellers who offer still better prices than the upgrade price.

The new version is totally independent and leaves the old version unchanged and available.

Probably, Olympus and Canon raw files are not a 'format'. Each camera model requires has own format.
FAQ: Will Photoshop Elements work with my camera, or Why won't my raw files open?
4. If lightroom is installed - can it import the elements organiser?
The current version of Lightroom should be able to 'convert' the organizer catalogs.

On point 3, I have checked the version of RAW on via the link for my Olympus and Cannon cameras. These refer to various versions of Adobe RAW DNG converters. Presumably I match the RAW version of each camera & download to ensure compatibility - if so do I need a new version of Elements - or have I misunderstood?

The Olympus OM-D E-M10 was first supported in Camera Raw 8.5.
The Canon 650D was first supported in Csmera Raw 7.1.
PSE9 is only compatible with Camera Raw up to version 6.5 so it will not open Raw files from those cameras. PSE 2019 definitely will.
Camera Raw plug-in and Adobe application compatibility
Check your computer is compatible with 2019 before paying for an upgrade.
Photoshop Elements system requirements
Or stay with PSE9 and use the free Adobe DNG converter.
