I only want to make sure it can open and work with RAW (.CR2 file) from Canon EOS 200D.

Please see for yourself which version of Camera Raw supports a camera and which program versions are compatible with that ACR version:

It should be possible. The Camera RAW verions in PSE 2018 is 9.12 and since this version the Canon 200D is supported.
