I'm not going to offer any specific recommendation but here are the specs on my 5 yr old Acer https://www.amazon.com/dp/B00I3DOZEI?psc=1&ref=ppx_pop_dt_b_product_details (4 Ram added) and newer HP https://www.samsclub.com/p/hp-17-hd-laptop-intel-core-i5-8265u-24gb-memory-16gb-intel/prod22890465?x... (on sale for $550) and just saying they both like PSE 2019.  Neither were over-the-top fancy or expensive.  I prefer 17" models but have zero mobility needs which may be of significant concern to others.  Also, tilt affects color and contrast of images displayed on laptops which might complicate the demanding needs of professional's but I'm not one of them.  Macs are very nice too just pricier.  No buyers remorse here.  Happy hunting.

The minimum specs in Akash's link are really not that helpful.  If you are only interested in editing images, then an i5- processor, such as the later model suggested by Phinny, is more than sufficient.  If you intend to edit any video, then I would recommend an i7- processor.  8GB of RAM should be a bare minimum; 16GB would be better.  As Phinny says, monitor size brings in a whole host of issues, which only you can answer.
