Blocked commands in Photoshop Elements

I just purchased Photoshop Elements 2020.  A lot of the commands at the top, like Image--Rotate--Custom, are grayed out and do not work.  How do I turn them on?

Make sure you are in Expert mode (the tab at the top) and that a layer is selected.
