I have Photoshop Elements 2018. 

Am creating a calendar.

1.  The photo layouts only contain up to 4 photos per page. I want to add more photos.  How can I do that?

2.  When adding a frame, it cover the whole page.  How do I make frames for each picture?  Do I do it before I place them on the Calendar?

3.  The photo and the space for the photo given in Layouts do not sync.  If I want to move the photo, the space (gray area) does not move with the picture.

I don't have PSEv.18, but if I were to do this I would do it manually, absent a suitable template.

1. Go to File>new>blank file, and enter the dimensions (H & W) and resolution. Ideally the resolution should be the same value as that of the picture files. The rule of thumb is 240-300px/in range for printing, 72 px/in is ok for web work.
2. Do the math, and crop the pictures and the calendar so that they will fit on the blank file.  At this point you may wish to add a frame or stroke for each picture. For each picture, go to Select>all, Edit>Stroke (outline) selection, place the stroke inside, select color, and width in px, then save as a new file.
3. Open the blank file, and copy/paste each picture & calendar. These objects will come in on separate layers
4. Activate the move tool and position the obects, and make minor size adjustments with the corner handles.
5. There are other ways to do this, but this should provide you with 100% control for your project.
