I used to be able to do this in previous versions of Elements and full versions of Photoshop but can't see how or if I can do it in 2019

Do you mean for raw file develop settings or metadata? In camera raw you can save slider settings to be applied to other images. For metadata it is possible to create templates.

Adobe has gone from flash based XMP to XML based for the file info dialog.
