My new MBP lacks a disc drive. My older one has a disc drive. Can I install Adobe DVD from the older MBP's disc drive?

Suggest that you copy the DVD to a thumb drive, and then install via USB.
Also, consider deactivating the software on your old machine if you are not going to use it.

What version of photoshop elements do you have?
What year and mac os x is you older mac and newer mac?
Depends on the age difference between macs as to whether you can use Target Disk Mode.
