Hi I am wondering if I am still able to update my photoshop element even though I have element 8. I do not if that is ok or it just been too long to do so.
PSEv.8 is not supported any longer by Adobe. There are no updates, Any reference to "update" is related to marketing for the most recent version (21). If you registered the old version 8 with Adobe, they will offer a discount to you as a repeat customer. However, shop around as you may get a better deal from the big box stores or Amazon.
