Can’t connect to video file

I have a video from 1999 in my library. I imported it to PSE. PSE says it can't find it (there is a ? Mark in the icon). I try to show PSE where it is but it won't accept the link. I removed the thumbnail and tried reimporting but it says it is already in PSE (no it isn't).

 

anyone seen this before?
