Cannot install PSE 2020 - it fails after 1% - restart computer

I just recently purchased the Adobe Elements 2020 software, downloaded the installer and after two failures, I went to "support" on the website for some direction. Not  much assistance there and created a Communuty login and reviewed some posting that basically did not address my particular situation.

I have since attempted to install Photoshop Elements 2020 five times and all failed.

My laptop meets all the criteria for the installation, there is no footprint for installtion and subsequently there are log files exist from Adobe. Install history:

attempt #1 > failed .restart computer (done)

attempt #2 > failed - error code 215 (not covered on the error coded chart) restarted.

attempt #3 > failed - restart computer (done)

attempt #4 > failed - restart computer (done)

attempt #5 > see attempt #2 = same

Bad installer??? File size = 2.38MB

Try temporarily disabling your antivirus/firewall software.

Hi, I have the same issue  - Installer never moves off of 0% installed and I then get that 215 error code.

I disabled antivirus and firewall - no dice.

Running Windows 10 64bit
