Cant use my Photoshop Elements as the maximal amount of Accounts is reached

I changed my PC a while ago and deinstalled my Photoshop Elements on my old PC. Now i wanted to use it on my new PC and cant because it tells my i have to deactivate it on my old PC even tho Photoshop Elements was deactivated and doesnt exist anymore on that PC. What can i do to be able to use my Photoshop Elements again?
