The Category Categories (VIEW, SELECT, ENHANCE, DRAW, MODIFY, & COLOR) above the various grouped tools in the Tool Bar do not show.
How can I reduce the scaling of PSE2020 on my Windows10 laptop? I believe this is a resolution or scaling issue with this application.
It's the 768px height that's causing the issue.
Needs to be 800px and above to see the headings on the Toolbox.

Yep, you're correct - one of the system requirements for Photoshop Elements 2020 is a 1280x800 display. But Adobe kindly built in some graceful degradation, i.e. on displays with a lower resolution display they remove the Toolbox headings so you can still see all of the Toolbox on your screen.
If you go to Settings > System > Display in Windows 10, scroll down to Scale and layout, then set the Display Resolution to at least 1280x800. Restart Photoshop Elements and you should see your Toolbox headings again.

The missing headings is not a big deal, and I'm glad Adobe built in that work around.
I was on 2 chat sessions the other day with Adobe support, and neither rep knew about the 1280x800 display "requirement".
I hope I'm not missing anything else because of the display requirement.

Interesting that my display is set at 1366x768 (Recommended).

That 768px is the max height I can do on my laptop.
It's a hardware issue, I know that now. Thanks again.
