I've colorized an old black and white photo and it isn't as clear as I'd like. Is there a way to add pixels to the picture, and would that make it a clearer photo? I've noticed that TCM has some way of making old movies much clearer and brighter. Can that be done with photos?

In Photoshop Elements one can adjust brightness/contrast, levels, sharpen, etc.
It's difficult to say what can be done with your picture(s). TCM process is unknown to me.
If you are so inclined, post a representative picture here on the forum for us to look at. You can do that via the "Insert Photos" icon at the top of the reply box.
