What do you mean when you say you "can not reset tool."

If you have not yet tried resetting preferences, I suggest you do so (from the Edit>Preferences>General menu):

Then all I can suggest is to do an uninstall/reinstall of the program.

I went to clone overlay and checked on clipped. It seemed to work better than before but still a problem. It cloned ok if I unchecked allign but if I checked alline, the tool produced chuncks of unwanted blue color instead of the cloned eye . I was suggested I uninstall elements and reinstall it again. If I do that what happens to all my photographs that are in elements? .

I think it's working as designed.

When you have Aligned checked it follows the source cursor (stays relative) and clones what is under that

so you don"t clone the same source area over and over.

When you click to clone you can see where the source cursor is.

When you uncheck aligned then the clone stamp starts at the same source point every time you click to clone, i.e. your eye gets repeated over and over if you use single clicks.
