No need to yell Ed we aren't deaf.  Copy and cut commands require you to first identify exactly "what" you wish to cut or copy.  The simplest way to do this would be to use one of your selection tools.

It's not really clear what you want to do, but the clone tool will essentially "cut and paste" skin tones from one part of an image to another.
