I get this error message every time I try to drag a saved picture into photoshop elements 15. Does anyone know how to fix this?

What OS are you using?

What is the format and size of the image? 

If it is a raw file, perhaps it comes from a newer camera and the version of ACR available in Elements 15 can't read it.

I’m using Windows 10 and the image I’m dragging is coming from google. It won’t let me use any tools either. Seems like adobe is trying to push me to buy a newer version.

Certainly not the case. What is extension of file you are trying to open in PSE? Extension comes at the end of file name after dot, something like this: myimage.jpg
