Creating the look of a rubber stamp

Hi everybody. I have photoshop elements 2018 and I am trying to create a look of a rubber stamp image. I was following a tutorial and actions included 'composite snapshot of and image' and 'colour range'. I manage to deal with the first one, but I could not find the 'colour range' is there anything else in the photoshop elements version I have that has the same function? Thanks 🙂

There is a Rubber Stamp effect already included in photoshop elements under Window>Effects>Textures
