Recently the crop tool in Elements 8, keeps the blacked out portion and eliminates the portion intended to be kept. How is this reversed problem corrected?
On the crop tool's option bar, top left, there is a little triangle. Click on this to reset the tool to default, If that does not fix it, reset global preferences to default.

Great answer. Raises another question though. The little black trangular on the option bar is nearly invisible on the black option bar. How can we make the option bar and other bars lighter, more easy to see.

PSEv.8 is very old and WIN10 is a modern operating system. You are fortuate to be able to get it to work.
On the Windows 10 search box, lower left on the taskbar, type "Display Settings" and play with the settings to see if you can make a suitable adjustment, esp. scale and brightness.

Adjusting the W10 display settings creates more problems with other apps than it solves. This problem first appeared about a year ago. Before that the Elements display settings was not a problem. The elements bars got darker literally over night, while all the others apps and their bars remainded unchanged. All the other elements functions continued to function normally. Ar that time I began to suspect that the change was caused by an upgrade likely initiated by Adobe. Similiar to the automatic upgrades that Microsoft seems to be initiating without any notification until after it's been done.
