My Photoshop Elements Editor14 dosn't have Deactivation tab from Help menu is there another way to deactivate subscription as I have a new computer with a new version that I want to activate

PSE-14 I have "signed out" where I see my email address under the help menu - I still can not activate PSE on my new computer.
What, exactly, happens when you try to activate on the new computer?
