Deactivation to Use Serial on a Different PC Did Not Work

I deactivated my photoshop premiere elements on my old PC and attempted to use my same serial on my new pc after installing photoshop premiere elements but it is telling my that my serial is invalid or still active on a different PC even though I fully deactivated it on my old computer. I also cant go back to my old pc anymore to verify its fully deactivated since the hard drive died and it will no longer post. What do?

Scroll down to the bottom Contact>Individual. Try to establish a chat session. Explain to the agent that you are not seeking help with PSE software, but only with installation/activation.
