Didnt realize it can as a cd and not digital ugh

Can I download adobe photo elements on an external drive (CD) and then transfer it to my computer it can as a CD I thought it was digital link transfer ...Geeeez. Ty

Hi there,

Photoshop Elements is avialable to download and it will download a setup file that you may keep in any external storage. However, it will not work exactly the same way as a setup formatted CD works.
