Does photoshop element 20

Does Photoshop element 2020 come with a World-Ready text engine installed? And if it does, How come it does not appear when I go to Edit> Preferences> Type

No, photoshop elements 2020 is based on older photoshop cc versions before the World Ready text engine.

You would need a subscription to Adobe Creative Cloud Photography Plan to to get photoshop 2020 (photoshop version 21.0) in order to have the World-Ready Layout text engine option.
