I can't find the way to edit filters in Elements 13. I used to be able to change colors, brush stroke length, contrast etc. Am I missing something obvious, or is my version just too cheap to include editing tools?

To change filter properties, please navigate to Filter > Filter Gallery
In the Filter Gallery, you have the option to customize the filter properties.

Hello,
Both of these filters are available within the 'Artistic' subcategory in the Filter Gallery.
You can adjust the filter properties as per your requirements inside the filter gallery.

There are a variety of filters which you can apply.
Since you have the library of artistic filters as shown on the drop-down, try it by all means!
Open a picture file
Activate the filters, and select one. Try "Film Grain". You can fine-tune with the grain, highlight, and intensity sliders.

This is what my screen looks like after selecting "Film Grain." Please notice that there are no sliders anywhere that I can use to adjust the film grain. This is what I need help in locating. Is there a button to push that I'm not seeing?

When you left click on the film grain icon, it should activate the filter. Apparently this does not work. Suggest that you delete preferences via Edit menu>General>Preferences. If that does not fix it, you may have to uninstall and reinstall the software. Prior to uninstalling it may be prudent to deactivate via the Help menu.

From the fly-out menu of the Filters panel, click on Automatically Show Filter Gallery.
Then when you double click a filter the Filter Gallery will open to the adjustments.

Click on the words Automatically Show Filter Gallery and you'll see a check mark beside the words to tell you that option is active.

Sorry, my bad. When I did that, nothing changed. Now check this out - on
the upper right under "Styles" and to the right of "Artistic," is a blue
asterisk-looking icon. When I scroll over it, the "Show style settings" box
appears, but then a black circle with a slash also appears over the blue
icon so I can't click it. I'm betting that this is the root of the problem.
Why can't I click on "Show style settings"?
