Elements 13 Unable to import into catalog

Hi All, 

I'm unable to import, or create a new album in Elements 13 catalogue, i get the following errors

Creating a new album (Elements Organiser error creating new Album)

I have tried reparing and optimizing the catalog, but it makes no difference

Any help would be great 🙂
