Elements 14 CPU Usage [during face recognition]

I'm running PSE 14 on a Windows 7 Pro 64-bit PC with an i7-3770K CPU, a 256 GB SSD, 1 TB HDD, and 32 GB of memory. Elements 14 is currently analyzing faces in the catalog. I noticed that the PC was a little slow and I've gotten a few warnings about the CPU temp. I open the Task Manager to the Performance screen and this is what I see:

The CPU Usage will occasionally drop down to as low as 25%, but it stays in the 80% to 100% range most of the time.

Is this normal for PSE 14 when it's analyzing faces?
