Elements 2020 and older plugins

I currently use Elements 9 and like the Power Retouch black and white plugin. Not having any luck getting it to work in 2020 version. Any ideas how to go about it besides 3rd party folder?

Photoshop elements 2020 requires 64 bit plugins, so you might need to download a new installer from Power Retouch.

Pse 9 uses 32 bit plugins so that one won't work in pse 2020.
