I just installed Photoshop Elements 7 (I know, it's old!) on my Windows 10 desktop. It installed with no problems, but when I opened it, the font of the interface was so small that it would need a magnifying glass to read, so it's for all intents and purposes unuseable. Also, when I tried to open an RAF (raw) file (from a Fujifilm XR9200), it said that it could not open the file, as it was the "wrong type." I Googled this problem, and found a chart with all that cameras that Elements could open, and that camera was listed, so it should open.
These are the two main problems I've had so far. The first (interface) is more important at the moment.

Can you confirm that camera model? Fujifilm don't make an XR9200.
Cameras supported by Camera Raw
The chart you are referring to lists supported cameras and which version of Camera Raw first supported that camera.
The following chart lists which version of Elements supports which version of Camera Raw.
Camera Raw plug-in and Adobe application compatibility
Your camera probably requires a later version of Elements. If that's the case, you'll either have to upgrade Elements or stay with Elements 7 and use the free DNG converter.
