Elements 9

I ran Elements 9 successfully on my previous PC until it died. When I tried to load from the disk onto my new PC it failed. The message given was  "Below mentioned application has failed to install -  Shared Technologies".

How can I load Elements 9 onto my new PC  -  all help gratefully received.
