Elements "Help" won't open

Click on "help" in version 16 Elements and it tells me:  "The Adobe Help Application could not load a URL because there is no internet connection".  But I am connected and even signed into my Adobe account.  I have windows 7. I'm a beginner and I'd like to see the instructions and tutorials that I believe are in "Help".    Joe
