In a private email said I could email direct for support. Anyone familiar with this ?
I got to the point where I said I was prepared to upgrade and received this:
"We have to generate the invoice first for PSE & PRE 2021.
So, kindly provide your Full Name, Email ID, Phone Number, Address and Area Postal Code."

Beware Phishing attempts from any correspondence not coming directly from Adobe.
"outlook.com" should be your first clue that this is not legitimate.
You can always call Adobe or check your CreativeCloud account through the official Adobe website.

Yes, that is a scam... you need to post the ID of the person who sent you the PM (Private Message)
This is YOUR ID https://community.adobe.com/t5/user/viewprofilepage/user-id/7413939
So post the scammer's ID in that format
