I'm using Elements 2019 and can not save an edited image with a different name.
Whether I choose Save or Save As; or check the Save as Copy box or not; the error code is the same for all choices and says it can not find the file. It also gives me the same error message if I try to save the image first without making any edits to it.
For instance is says can not find D:/Pictures/IMG_1234 Copy.jpg, Check file name and try again.
Of course it won't find it, I'm trying to rename it!

Though the video is regarding the same issue in Photoshop, it might be of some help in your case. Please note that when you reach the 'Allow an app through Controlled folder access' step, you need to select the PhotoshopElementsEditor.exe file. This exe file could be found at C:\Program Files\Adobe\Photoshop Elements 2019

Could you check if you have sufficient space in your hard disk?
Also, check if your scratch disks are full. Photoshop Elements scratch disks, plug‑ins, and application updates

I have a brand new computer running Windows 10. It has a separate 2TB drive solely for my photos and 32GB RAM. There's plenty of room there!. The Scratch Disk has 858 GB to work with and the RAM assigned to PS Elements is 20946 MB. That's at the top end of the recommended amount. .
I tried another idea I had, which was to make sure the file was uploaded into the Organizer first, but that didn't do it either!
I think something else is going on.

I'd like to share what I considered a security issue on this post with Adobe. I didn't know what else to do with it so I hope you know. The first email I received on my question said it was from the "Team Adobe" but I don't think it was. I've attached the email for your review and action as necessary. I think it was someone trying to possibly steal software or at least use its serial number for their purposes. Please let me know if it truly was from Adobe or not. Ok, so I couldn't find a way to attach an email item, I'll copy and paste. . . .

another thing I tried that didn't work. Hopefully this can be another clue.
I saved a copy of the file in Windows and brought the copy into PSE Editor. I got further down the saving process but in the end still got the same 'can not find file' error message.
