Had to reinstall Windows 10 after a computer crash, and now my PhotoShop Elements will not open. Any suggestions on how to correct this problem will be much appreciated.

Did you reinstall Elements after doing the reinstall of Windows?  If not, that is what you need to do.

Make sure you delete the preferences files when offered that option during the uninstall.

 

What is not opening, the Welcome Screen, the Organizer or the Editor (or all three)?  What happens when you try to open the program?  Is anything happening in Task Manager?
