You are not speaking to Adobe here in this forum, it's a user to user forum, so nobody knows what is your case.

On the other hand, PSE9 is an old software and Adobe only supports the current version (Elements 2019) except for installation or licensing issues.

So, if you want help from volunteers here, please explain what is your problem.
