Help! Forgot how I created this border

I created this border randomly a few months ago quite by accident.  Now, I like it very much and wish to border another image in the same manner.  Unfortunately I flattened this image before saving so no history at this point.  Can any of the experts in here see what I might have done to achieve this?

Try using one of the wet media brushes around the edges of the portrait and then add a stroke, playing with the blending mode.
