How do I fix a blurry photo?

How do I fix this blurry photo? Any suggestions gratefully received.

Try this:

1. Open the picture file
2. Duplicate the background layer and set the blending mode of this layer to overlay
3. Go to Filter>other>high pass and use radius 45-50. ok it.
4. Open a blank layer at the top, and press CTRL+SHIFT+ALT+E
5. Go to Enhance>Adjust lighting>Shadows/highlights and work the sliders
