How do I move a Place Tag?

Greetings,

I have installed PSE 2018 and converted the version 15 catalog. The Jasper subcategory appears twice. I would like to move one of the Place tags into the other Jasper subcategory. How can I do this? When I try to drag a Place tag, it doesn't allow me to drop it into another subcategory.

I have already changed all sorting options in Edit > Preferences > "Keyword Tags and Albums" to Manual.

I see someone else asked this question for version 11.
