‌Photoshop elements 14 doesn't allow me to use the clone tool because there is no source point defined. How do I define a source point?

Try resetting the tool..

To do that, on the clone stamp options bar, look for a box with lines in it on the right. Click on it and reset. That may fix it.

If the problem persists, go to Edit>Preferences>General, and reset preferences to default on next launch.

HELP HELP I'm having the same problem but when i try to use the "healing brush tool" how do i fix  it, I get the

Option-click to define a source point to be used to repair the image.

HOW DO YOU TURN THE "OPTION-CLICK" Feature off? At one time, i only had to use it for the clone tool, now for some odd reason its making me do it for eveert tool I use.
