How to copy objects in an overhead satellite map to a separate layer.

I have an overhead view, taken from Apple Maps, that shows a portion of my community in Naples, FL ( See attached image file.)

I'm looking to use Photoshop Elements 2020 to edit the map image in order to create a separate layer that contains only the outline of the houses.  I could then change the color of individual houses or add house numbers.

Any suggestions on how to go about this?  I know that the contrast between the houses and the backgroud is not great.

The problem with the file attachment is a bug in the forum that hopefully is being worked on.

 

Here is one way to accomplish your desired result.  (I am not going to express an opinion on the legality of what it is you intend to do with the image since you haven't told us.)

  1. Copy the background layer (Ctrl+J)
  2. Select the Magic Wand tool and set the tolerance to 0 and make sure the Contguous box  is unchecked.
  3. Click on one of the houses.  All of them should now be selected.
  4. Press Ctrl+J and a new layer via copy will be created with just the selected houses on the new layer.
