I am setting out to design a project for professional printing which will ultimately be 8 feet tall x 51 feet long. For design... I have made my space on photoshop elements 8 inches x 51 inches.  I understand that the printer can scale it up but what ppi do I set?  Any other tips for my design at such a large size?

I suggest you post in the Photoshop Elements forum as there are limitations to Elements worth checking out (this is the Photoshop forum).

Before doing anything check the spec required with your printer.

Large posters that are viewed (unlike a book or magazine) from a distance need not have a high resolution say 50 to 100PPI.

Although artwork can be scaled, 8 inches to 8 feet seems rather a lot.
