how to install old photoshop elements 14 on my new laptop without a hard drive

I've had my Photoshop Elements 14 for some years and have managed only basic usage. I've just purchased a new laptop but it doesn't have a socket for my discs. Does this mean I can't upload my old Photoshop onto my new laptop?

Consider using a friends DVD drive (socket) to transfer your PSE disk onto a thumbdrive, or, you could purchase a super inexpensive external DVD drive.  And at these prices, good to have on hand even if only rarely needed.
