I'm hoping to be able to have a wrinkled t-shirt look like it has a graphic printed on it rather than just lay the graphic on top of the tshirt template.  Is this possible to do with elements ?  I've only been able to find tutorials with regular photoshop

Yes, that link is broken.  Here is another displacement map tutorial.  The tutorial is a little unclear in places.  If you can't follow it, try Googling or searching on YouTube for photoshop elements displacement map for another tutorial.
