How to re-edit text in files that have been saved/closed

I would like to be able to re-open and edit text in a Photoshop Elements 2019 file. I didn't flatten the image and tried saving it in the PSD format but the text seems to be rasterized and the layers lost when the file was re-opened. Could this have anything to do with adding drop-shadow style to the text?

It’s normally possible to re-edit text within a saved PSD file. Simply select the layer in the layers panel and select the T tool again. Adding a drop shadow should not be a problem but was there another reason to simplify the layer?
