How to recover the application in the filters "distort" and then "liquify"?

I use Adobe Photoshop Elements Version: 15.0 (20160905.m.97630) x64

Operating System: Windows 7 64-bit

Version: 7 SP1 with the following specifications:

System architecture: Intel CPU Family: 6, Model: 12, Stepping: 3 with MMX, SSE Integrator, SSE FP, SSE2, SSE3, SSE4.1, SSE4.2, AVX, AVX2

Physical processor count: 4

Processor speed: 3192 MHz

Built-in memory: 16275 MB

Free memory: 10440 MB

Memory available to Photoshop Elements: 14446 MB

Memory used by Photoshop Elements: 70%

The application in the filters "Distort" and then "Liquify" no longer works, which used to work previously.

Since I use this filter frequently, I still wish to use it today.

Can you help me to make my version of Elements usable again with this filter.

Check that GPU card is recognized and enabled. From the Editor menu go to:

Edit >> Preferences >> Performance

Your video card should be automatically shown if compatible.
