How to uninstall and re download PS elements 21

I have PS Elements 21 which has developed  several glitches/ problems that I have been unable to fix. 

I  want to replace it to see if I can fix the glitches

Can I replace it by uninstalling  the original PS21 corrupted software and downloading a new replacement? ( using the original password key to register the new downloaded program.

I have the same problems.  2 identical photos keep coming up attached to the email.

How to reinstall and then reinstall.  Very disappointed.  Can I return 2021?
