I backed up adobe elements & Photoshop using windows file history now i cant get it to work

I have a 2017 photoshop elements and premier elements that came with my computer Due to covid-19 my work wanted to set me up to work from home.  I had very little space on my c drive so I backed up my photo shop suite using windows file history and then uninstalled to create space.  now when i restored from backup it dosent have any links and when i try to open the application directly it tells me that it is missing application manager.  Is there a way to fix this  I suspect I may not have backup some of the files.

LATEST

You can’t backup and restore apps. There is much more to an app than just files.  You have to reinstall properly.
